From the beginning, a well educated American was deemed necessary to protect independence and the general welfare of the citizens (League of Women Voters, 2011). It has been stated this type of citizen will â€Å"rule themselves through elected officials† (Brademas). Education, especially higher education, at one point was considered a luxury; however, in today’s world a â€Å"high-quality† education often including the collegiate level is believed to be both a â€Å"universal right and a necessity for individual welfare† (Farmer, 2012). For this reason education will remain important topic of political debates between politicians as well as local townspeople. Politics in education goes dates as far back as the Land Ordinance of 1785 and the Northwest Ordinance of 1787. Federal support was given at this time and later in 1841 with the Land Grand Act in the form of land designated for a system of public education to be established. During this time the federal government began to grant money. This money was often used to clean up from war expenses; however, some funds were used for education even though congress did not stipulate that such funds could be used for education (League of Women Voters, Oct. 2011). It is well aware this funding continues today although the state and local government share the majority of the responsibility. In 1791, the 10th Amendment guaranteed rights to all citizens by stating â€Å"the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people. † This amendment entrusted authority over education to the states by having state constitutions assign specific responsibility and legal authority for public education (Usdan, M. , McCloud, B. , Podmostko, M. , and Cuban, L. , 2001). Today, state and local revenue fund approximately 87% of the money for elementary and secondary education. It is estimated that only 10% comes from federal funding (The Federal Role in Education). In 1867, the original Department of Education was established to collect data on schools and teaching in order to help create an effective school system (League of Women Voters, 2011). One major turning point for federal education was the GI bill of 1944. The government allotted for nearly eight million World War II veterans to have education assistance to attend college. Until this point, the federal government basically only did research and created policies for an effective system. Financing of education was not highly supported through the department. Then in 1958, Congress passed the National Defense Education Act (NDEA) in response to Russia’s Sputnik. This created money available to students willing to study in science, mathematics, and foreign languages (Dow, 1991). In 1965, the Elementary and Secondary Education Act was created which included Title 1 funding to the disadvantaged. In 1983, A Nation at Risk was released calling for a refocus on an education reform in order to compete with other countries as it appeared that America was falling behind (Farmer, 2012). Even though the Department of Education has grown drastically, their mission still remains â€Å"to promote student achievement and preparation for global competitiveness by fostering education excellence and ensuring equal access† (Department of Education, 2012). Today, every educator is familiar with most of the current federal mandates including- No Child Left Behind (reauthorization of ESEA), Race to the Top, and common core standards. While most of the funding, administrating, and accountability falls on the state and local governments, these are all federal policies which are often the main topics in a political education debate. One must ask why the federal government has most of the control over our educational system if it is primarily funded by state and local governments. Is it possible that different areas with different demographics might need a different policy than that mandate from federal level. Being successful is teaching the students in the best possible environment and demonstrating success through achievement. What works in one small town may not work in the next small or large town. Why, then, does the federal government upport equality by mandating yet not funding criteria. One thing does remain true- all of these do have a common census-equality in education for each student. The debate question that rises: â€Å"is equality for everyone possible? † Under President George W. Bush, No Child Left Behind was designed to â€Å"close achievement gaps, particularly for minority children† (League of Women, 2011). It was set that by year 2014, 95% of students would be meeting state st andards in reading and math. Many educators, politicians, and citizens argued that this was an unrealistic goal which would in return be punishing or threatening the low-performing schools. Under this law, parents could be given a voucher to send their child to a different higher performing school. Although every educator had to obtain â€Å"highly qualified† status, teachers working at the schools deemed needing improvement often had negative feelings toward their job and thus the students suffered (League of Women Voters, 2011). Race to the Top was signed into law by the current President Barack Obama in 2009. This federal mandate came with promises of funding, and as everyone knows â€Å"money speaks volumes. † This approach would award funds to states who would meet the necessary requirements. Also, overall the U. S. Department of Education accounts for less than 3% of the total federal budget (Federal Education Budget, 2012). As a nation, we must ask ourselves is the value of education really worth only 3% of the entire federal budget? The political debate is that most politicians will not support efforts to increase funding for education because it will raise taxes- something very few citizens support. Tennessee uses the Basic Education Program (BEP) in order to determine the cost specifications for each component in our system. The variation exists because some states rely heavily on local property taxes instead of state funding (Federal Education Budget, 2012). The last and probably one of the most political entities is that of the local school board. The funding for local schools is usually provided by property taxes. Thus the wealthier areas have the ability to collect more taxes which allows for them to keep tax rates lower. Unfortunately, the poorer communities may have higher tax rates but still not reach the needed funding for the local school district. Therefore often times children with the highest needs are often sent to the schools with less resources and less qualified teachers. This is why education can never be created equal for every child. Another political argument is that in present times education leadership in America is not withheld to high enough standards. Instead some argue that we have fifty â€Å"education governors† (Usdan, et al, 2001) or some even go as far as to say, â€Å"Governors and presidents are no better suited to run schools than they are to run construction sites† (Thomas, 2012). Truthfully, yes many governors could be doing a better job in education, but most are willing to fight for it. Most support the importance as honestly we must all agree that â€Å"what, after all, could be more important than a proper education for the state’s most precious asset, its children? † (Usdan, et al, 2001). It is correct to say that from the ladder of the president to the governor to the superintendents of education to school board chairs and members: often some of these educational leaders have little to no background or expertise in education. However, the local school board is composed of a diverse group of members with different backgrounds and knowledge. While they all bring unique characteristics and a broad base of knowledge, it is often the case that they do not bring an educational background. Education needs a reform in which it is driven by educators who have lived within the field. These are the people who need to be in charge of forming and implementing our country’s educational policy. Educational leadership is important at all levels including the local school board. For over 200 years, politics has played a part in our educational system. Some even face homelessness when they flee their countries for political and economical reasons. There are three themes in Snow's book that I feel are significant to address. The first theme I will talk about are the three dimensions of homelessness. Each of the groups in Snow's book experience some degree of homelessness, but the nature of that experience often varies considerable among them. These differences can be clarified by c onsidering three separate dimensions of homelessness. The first dimension being life-style characterized by the absence of conventional permanent housing, the second dimension being the presence or absence of familial support, and the third dimension being the degree of dignity and moral worth associated with the various categories of homelessness. These dimensions may be reasons why people become homeless. Snow feels that "homeless street people are more likely to be perceived as homeless by virtue of their own imperfections or moral failings"(p. 9). As we can see from this quote, people don't take the three dimensions into consideration when viewing the causes of homelessness. Causes of the War of Jenkins Ear

Causes of the War of Jenkins' Ear Background: As part of the Treaty of Utrecht which ended the War of the Spanish Succession, Britain received a thirty-year trade agreement (an asiento) from Spain which permitted British merchants to trade up to 500 tons of goods per year in the Spanish colonies as well as sell an unlimited number of slaves. This asiento also provided inroads in Spanish America for British smugglers. Though the asiento was in effect, its operation was often hindered by military conflicts between the two nations which occurred in 1718-1720, 1726, and 1727-1729. In the wake of the Anglo-Spanish War (1727-1729), Britain granted Spain the right to stop British ships to ensure that the terms of the agreement were being respected. This right was included in the Treaty of Seville which ended the conflict. Believing that the British were taking advantage of the agreement and smuggling, Spanish authorities began boarding and seizing British ships, as well as holding and torturing their crews. This led to an increase in tensions and an up swell of anti-Spanish sentiment in Britain. Though issues were mitigated somewhat in the mid-1730s when British First Minister Sir Robert Walpole supported the Spanish position during the War of the Polish Succession, they continued to exist as the root causes had not been addressed. Though wishing to avoid war, Walpole was pressured into sending additional troops to the West Indies and dispatching Vice Admiral Nicholas Haddock to Gibraltar with a fleet. In return, King Philip V suspended the asiento and confiscated British ships in Spanish ports. Wishing to avoid a military conflict, both sides met at Pardo to seek a diplomatic resolution as Spain lacked the military resources to defend its colonies while Britain did not wish interfere with profits from the slave trade. The resulting Convention of Pardo, which was signed in early 1739, called for Britain to receive  Ã‚ £95,000 in compensation for damages to its shipping while paying  Ã‚ £68,000 in back revenue to Spain from the asiento. Additionally, Spain agree to territorial limits in regard to searching British merchant vessels. When the terms of the convention were released, they proved unpopular in Britain and the public clamored for war. By October, both sides had repeatedly violated the conventions terms. Though reluctant, Walpole officially declared war on October 23, 1739. The term War of Jenkins Ear derives from Captain Robert Jenkins who had his ear cut off by the Spanish Coast Guard in 1731. Asked to appear in Parliament to recount his tale, he reputedly displ ayed his ear during his testimony. Porto Bello In one of the first actions of the war, Vice Admiral Edward Vernon descended on Porto Bello, Panama with six ships of the line. Attacking the poorly defended Spanish town, he quickly captured it and remained there for three weeks. While there, Vernons men destroyed the citys fortifications, warehouses, and port facilities. The victory led to the naming of Portobello Road in London and public debut of the song Rule, Britannia! With the beginning of 1740, both sides anticipated that France would enter the war on the side of Spain. This led to invasion scares in Britain and resulted in the bulk of their military and naval strength being retained in Europe. Florida Overseas, Governor James Oglethorpe of Georgia mounted an expedition into Spanish Florida with the goal of capturing St. Augustine. Marching south with around 3,000 men, he arrived in June and commenced constructing batteries on  Anastasia Island. On June 24, Oglethorpe began a bombardment of the city while ships from the Royal Navy blockaded the port. In the source of the siege, British forces suffered a defeat at Fort Mose. Their situation worsened when the Spanish were able to penetrate the naval blockade to reinforce and resupply St. Augustines garrison. This action forced Oglethorpe to abandon the siege and withdraw back to Georgia. Ansons Cruise Though the Royal Navy was focusing on home defense, a squadron was formed in late 1740, under Commodore George Anson to raid Spanish possessions in the Pacific. Departing on September 18, 1740, Ansons squadron encountered severe weather and was plagued by disease. Reduced to his flagship, HMS Centurion (60 guns), Anson reached Macau where he was able to refit and rest his crew. Cruising off the Philippines, he encountered the treasure galleon Nuestra Seà ±ora de Covadonga on June 20, 1743. Overhauling the Spanish vessel, Centurion captured it after a brief fight. Completing a circumnavigation of the globe, Anson returned home a hero. Cartagena Encouraged by Vernons success against Porto Bello in 1739, efforts were made in 1741 to mount a larger expedition in Caribbean. Assembling a force of over 180 ships and 30,000 men, Vernon planed to attack Cartagena. Arriving in early March 1741, Vernons efforts to take the city were plagued by a lack of supplies, personal rivalries, and rampaging disease. Endeavoring to defeat the Spanish, Vernon was forced to withdraw after sixty-seven days which saw around a third of his force lost to enemy fire and disease. News of the defeat ultimately led to Walpole leaving office and being replaced by Lord Wilmington. More interested in pursuing campaigns in the Mediterranean, Wilmington began to wind down operations in the Americas. Repulsed at Cartagena, Vernon attempted to take Santiago de Cuba and landed his ground forces at Guantnamo Bay. Advancing against their objective, the British were soon bogged down by disease and fatigue. Though the British attempted to continue the invasion, they were forced to abandon the operation when they met heavier than anticipated opposition. In the Mediterranean, Vice Admiral Haddock worked to blockade the Spanish coast and though he took several valuable prizes, was unable to bring the Spanish fleet to action. British pride at sea was also marred by the damage inflicted by Spanish privateers which attacked unescorted merchantmen around the Atlantic. Georgia In Georgia, Oglethorpe remained in command of the colonys military forces despite his earlier failure at St. Augustine. In the summer of 1742, Governor Manuel de Montiano of Florida advanced north and landed on St. Simons Island. Moving to meet this threat, Oglethorpes forces won the Battles of Bloody Marsh and Gully Hole Creek which compelled Montiano to retreat back to Florida. Absorption into the War of the Austrian Succession While Britain and Spain were engaged in the War of Jenkins Ear, the War of the Austrian Succession had broken out in Europe. Soon drawn into the larger conflict, the war between Britain and Spain was subsumed by mid-1742. While the bulk of the fighting occurred in Europe, the French fortress at Louisbourg, Nova Scotia was captured by New England colonists in 1745. The War of the Austrian Succession came to an end in 1748 with the Treaty of Aix-la-Chapelle. While the settlement dealt with the issues of the wider conflict, it did little to specifically address the causes of the 1739 war. Meeting two years later, the British and Spanish concluded the Treaty of Madrid. With that said the relevance of consumer markets in the hospitality industry will be identified and evaluated, this include long-term relationships, value and satisfaction, consumer orientation, and value chain then a conclusion will be drawn about the significance of consumer markets in the hospitality industry. Listed below are the research findings on relevance of consumer markets in the hospitality industry: Long-term relationship create strong, even emotional, customer connections to a brand that can lead to ongoing business (SearchCRM, 2016) Value and satisfaction- this create customer rather than just consumer because giving value for money and exceeding expectation is what customer look for. A security program is most effective when all employees participate in the hotel s security efforts. Front office staff play a paticularly important role. Front desk agent, door attendants, bellpersons, and parking attendantshave the oppurtunity to observe all persons entering or departing the premises. Guest s may be further proteceted if the front office prohibits staff members frrom providing guest information to callers or visitors. Generally, front desk agent should not mention guest room numbers. People calling guest s at the hotel should be directly connected to the appropriate guestroom without being informed of the room number. Conversely, someone asking for a specific room number over the telephone should never be connected until the caller identifies whom he or she is calling and the hotel employee verifies the identity of the person in the room requested. A person inquiring at the front desk about a guest may be asked to use the house phones so that they connect only to the hotel operator. The caller can then be properly screened to provideadditional security. Front office staff may also inform guest s of personal precautions they may take. For example, front desk agents may suggest that guests hide and secure any valuables left in their cars. Bellpersons accompanying the guest to a room generally provide instructions on the operation of in-room equipment. The bellpersons may also review any decals or notices in the room relating to guest security. This should always include emergency evacuation paths and procedures.
